Colin Luther Powell was born on April 5, 1937, in Harlem, New York City, to Jamaican immigrant parents Luther Theophilus Powell and Maud Ariel McKoy. He grew up in the South Bronx and attended Morris High School, enrolling at City College of New York in 1954 where he joined the Reserve Officers' Training Corps — his first encounter with the institutional structure of the military that would define his life. He graduated in 1958 with a degree in geology and an ROTC commission as a second lieutenant, receiving his first regular Army commission in the same year.
Powell served two tours in Vietnam and rose steadily through the military hierarchy, earning a reputation for competence, political acuity, and the ability to function effectively within institutional constraints while maintaining a clear personal moral compass. He served as National Security Advisor under President Reagan and Chairman of the Joint Chiefs of Staff under both Presidents Bush senior and Clinton, making him the first African American to hold both positions. His management of the Gulf War coalition — the diplomatic and military coordination of thirty-four nations against Iraq in 1990–91 — is studied in military colleges as a model of alliance management.
The Powell Doctrine — the principle that military force should be used only when vital interests are at stake, with overwhelming force, with clear objectives, and with a credible exit strategy — represents the ISTJ's systematic approach to a domain that is often characterized by improvisation and mission creep. His autobiography My American Journey (1995) described a life organized around the ISTJ values of duty, institution, and the steady application of principle within the system. He was considered a serious presidential candidate in 1995 but declined, citing concerns about his readiness and his family's wishes.
Powell's most controversial moment was his February 2003 presentation to the United Nations Security Council making the case for weapons of mass destruction in Iraq — a presentation he later described as a 'blot' on his record, and which he believed was based on intelligence that had been selectively presented to him. He resigned as Secretary of State in 2004 and spent his post-government years in business and public service. He died on October 18, 2021, of complications from COVID-19, his immune system compromised by multiple myeloma treatment. His death was mourned across partisan lines as the loss of a figure of genuine public integrity.
