James "Whitey" Bulger was the boss of Boston's Winter Hill Gang and one of America's most wanted fugitives, but his true infamy stems from a staggering dual identity: for nearly two decades, he operated as a top-level FBI informant while simultaneously running a criminal empire built on extortion, drug trafficking, and murder. Bulger grew up in the housing projects of South Boston, where he began his criminal career as a teenage street thug.
